Human Resources Committee
The Human Resources Committee is composed of PAR Member human resources professionals with a common goal to assist each other and share resources and best practices. This includes human resource trends, recruitment and retention strategies, state requirements including background checks and issues relevant to the field. Members share procedures and policies that work effectively within their own organizations that may assist other members.

Tamara began her career in operations and human resources for corporate companies in 2003. In 2006, she became co-owner of 3 for-profit companies. After a few short years, she started feeling something significant was missing in her career path.
In 2008, she switched to nonprofit work where she quickly fell in love. In this new, more fulfilling journey, she has acquired 14+ years of experience in human services including roles as Human Resources Supervisor for a nonprofit agency serving abused and neglected youth, Human Resources Business Partner for a large IDD provider, and her current role as Director of HR at Dayspring Homes, Inc.
When Tamara is not tackling the fun and exciting world of HR, she enjoys quality time with her daughter - Priya Noelle, listening to music, meditating, party/event planning, and learning to speak Italian.
Chelsea Lutts, Chair

Chelsea Lutts is the Division Director of Workforce Development at SPIN, a nonprofit organization nationally and regionally recognized as a premier provider of human services. She holds a master’s degree in education from Arcadia University and has more than 15 years of experience supporting the growth and development of people with intellectual disability and autism. Chelsea began her career in Employment Services, where she spent 10 years supporting individuals in finding meaningful employment and pursuing their passions. In her current role, she leads SPIN’s Learning and Development team and Career Pathways program, developing innovative workforce solutions through human resource innovative strategies, career pathing, mentorship, and continuous learning. Chelsea is deeply passionate about supporting Direct Support Professionals and all employees in delivering high-quality, person-first services while growing both personally and professionally. She believes workplaces and communities are strongest when they celebrate each individual’s unique talents and advocates for a life of possibilities for all.
